I've been using OmniPage (up to Pro V.5) for several years now and
have been very happy. On a PowerMac the speed and accuracy is
outstanding. On the older machines it can be a little slow, but
the Caere company has done a very good job. The price is a little
high (in Japan I think it was \250,000), but it is still within
your price range.

We're close, I'll give you a demonstration if you want.
